#EndSARS: No body taken from toll gate, says Lagos govt

Mass burial is for victims of violence, state clarifies

The Lagos State government has debunked reports of a planned mass burial for casualties of the 2020 #Endsars protest.

from the Public Procurement Agency’.

Ogboye maintained that the 103 bodies were picked up after the violent #EndSARS protests and other clashes at Fagba, Ketu, Ikorodu, Orile, Ajegunle, Abule-Egba, Ikeja, Ojota, Ekoro, Ogba, Isolo and Ajah areas of the state, as well as a jailbreak at Ikoyi prison.

There was a letter from the Lagos State Government Public Procurement Agency, ‘Letter of No Objection – Mass Burial for the 103, the Year 2020 ENDSARS victims’, permitting the burial of the victims.

But Ogboye accused mischief makers of misinterpreting the letter to misinform the public, stir public sentiment and cause public disaffection against the Lagos State government.

The statement reads: “It is public knowledge that the year 2020 #EndSARS crisis that snowballed into violence in many parts of Lagos recorded casualties in different areas of the state and NOT from the Lekki Toll Gate, as being inferred in the mischievous publications.

“For the records, the Lagos State Environmental Health Unit (SEHMU) picked up bodies in the aftermath of #EndSARS violence and community clashes at Fagba, Ketu, Ikorodu, Orile, Ajegunle, Abule-Egba, Ikeja, Ojota, Ekoro, Ogba, Isolo and Ajah areas of Lagos State, including a jailbreak at Ikoyi Prison.

“The 103 casualties mentioned in the document were from these incidents and NOT from Lekki Toll-gate as being alleged. For the avoidance of doubt, no body was retrieved from the Lekki Toll Gate incident.

“While the Lagos State government would not have dignified the mischievous elements peddling such news with a response, we consider it appropriate to set the records straight and draw the attention of well-meaning citizens to the antics of some unscrupulous elements who are bent on disrupting the peace and tranquillity of Lagos with distorted news and half-truth about the letter.

“In the aftermath of the #EndSARS violence, the Office of the Chief Coroner invited the public, through adverts and announcements who had lost loved ones or whose relatives had been declared missing between October 19 and 27, 2020, from various clashes as mentioned above, to contact the department of Pathology and Forensic Medicine of the Lagos State University Teaching Hospital (LASUTH), to help with identification of these casualties deposited in state-owned morgues. Relatives were to undergo DNA tests for identification purposes. It is important to state categorically that nobody responded to claim any of the bodies.

“However, after almost three years, the bodies remain unclaimed, adding to the congestion of the morgues. This spurred the need to decongest the morgues – a procedure that follows very careful medical and legal guidelines in the event that a relative may still turn up to claim a lost relative years after the incident. Decongestion of our public morgues is a periodic and regular exercise approved by Governor Babajide Sanwo-Olu to free up space in mortuaries that have a large number of unclaimed bodies.”

Leaked Memo Shows Lagos Govt Approved N61m For Mass Burial Of 103 ENDSARS Victims

In response, the Lagos State Ministry of Health confirmed the letter, but insisted that details in the documents were being misconstrued.
A leaked memo addressed to the Lagos State Ministry of Health indicating that the State Government approved N61,285,000 for the mass burial of 103 persons identified as 2020 EndSARS victims has gone viral on social media, sparking outrage.

The memo dated July 19, 2023, captures steps for the processing of funds after approval by the governor. Earlier, a Ministerial Tenders’ Board Meeting reportedly sat over the recommendations of the Procurement Planning Committee, after which no objections were raised to the award of the mass burial contract to a funeral service provider.

The five-paragraph leaked memo also directs that relevant taxes and deductions are remitted by the approved company.

In response, the Lagos State Ministry of Health confirmed the letter in a statement on Sunday evening, but insisted that details were being misconstrued. The state government argued that the victims were from incidents of violence that occurred in the aftermath of the EndSARS protests.

There has been controversy over the number of deaths recorded during the EndSARS protest, resulting in the governor setting up an inquest led by Justice Doris Okuwobi.

Since the protest in 2020, both the Lagos Government and the Federal Government have consistently denied any mass killing during the EndSARS protests.

The memo is coming over two years after the widespread protest across the country.

The Lagos Government has yet to comment on the leaked memo.

Thousands of Nigerians across the country took to the streets to protest police brutality and called for far-reaching reforms, particularly with regard to the Special Anti-Robbery Squad (SARS) of the police.

The weeks-long protests, which gained international attention, culminated in the controversial shooting of protesters at the popular Lekki Tollgate in Lagos, one of the rallying points for those who partook in the demonstrations.

However, the Lagos State Government, in its response to the memo, maintained that the victims to be buried were not from the Lekki Tollgate shooting.

The Permanent Secretary, Ministry of Health, Dr Olusegun Ogboye, said the Lagos State Environmental Health Unit (SEHMU) picked up bodies in the aftermath of #EndSARS violence and community clashes.

The areas cited included Fagba, Ketu, Ikorodu, Orile, Ajegunle, Abule-Egba, Ikeja, Ojota, Ekoro, Ogba, Isolo and Ajah areas of Lagos State. Ogboye added that there was also a jailbreak at Ikoyi Prison.

“The 103 casualties mentioned in the document were from these incidents and NOT from Lekki Toll-gate as being alleged. For the avoidance of doubt, no body was retrieved from the Lekki Toll Gate incident,” the statement read.

20-year-old prostitute jailed for having s@x with a minor

Mercy Chisiyo, a 20-year-old prostitute from Lion's Den in Chinhoyi, has been charged with having s@x with a minor.

New Zimbabwe reported that Mercy Chisiyo was apprehended by the authorities after being accused of engaging in intercourse with an underage boy.

The state’s case, led by prosecutor Tafadzwa Knight Rwodzi, highlighted that the boy had initially visited Mukanya Bar for a musical show. There, he encountered Chisiyo, who was soliciting clients at the time. The two agreed upon an arrangement, with the boy promising to pay a fee of US$5 for their encounter.

Things however took an unexpected turn after the rendezvous. The young boy entrusted Chisiyo with his Huawei cellphone as a promise of payment, expecting to retrieve it the following day after clearing his debt. But when he returned to the prostitute with the outstanding money, Chisiyo told him that she has no intention of returning the gadget. This left him frustrated and betrayed. He went on to report the incident to the police.

During the investigation, it came to light that Chisiyo had violated the law by bedding a boy below the age of 16. The court ruled that her actions were unlawful, leading to a sentence that left her fate hanging in the balance.

Magistrate Lisa Mutendereki, presiding over the case, ultimately sentenced Mercy Chisiyo to six months of imprisonment. However, the sentence was later commuted to 210 hours of community service, giving her a chance to make amends for her wrongdoing.

JAMB withdraws result of Anambra student who secured a N3million scholarship after faking her result

The Joint Admissions and Matriculation Board(JAMB) has said it would withdraw the Unified Tertiary Matriculation Examination(UTME) result of Miss Ejikeme Joy Mmesoma for parading a fake score.

A statement released by the board's Head of Public Affairs and Protocol, Fabian Benjamin, on Sunday July 2, says Mmesoma scored 249 in the examination as against the 362 she is parading. The organisation said it would prosecute Miss Ejikeme for tampering with its result. It added that Miss Ejikeme was offered a N3 million scholarship by founder of Innoson motors, Innocent Chukwuma for scoring 362 in the 2023 UTME.

 The statement reads;
“The attention of the Joint Admissions and Matriculation Board(JAMB) has been drawn to several publications in both print and online media celebrating certain candidates for being high scorers in the 2023 UTME.
The Board is constrained to set the records straight and wishes to state unequivocally that many of the results which many of these candidates are parading are fake. In many instances, some of these candidates had actually obtained far lower scores than they are claiming and had used some funny software packages to manipulate their results to deceive unsuspecting members of the public.
The most pathetic of them all is the case of Miss Ejikeme Joy Mmesoma, who claimed to have scored 362 in the 2023 UTME and was awarded a N3m scholarship by Chief (Dr.) Innocent Chukwuma.
She was even set to be honoured by the Anambra State Government when one of its top officials put a call through to JAMB to confirm her claim only for the Board to reveal that Miss Ejikeme Joy Mmesoma had actually scored 249 and not 362 she claimed. She had manipulated her UTME result to deceive the public to fraudulently obtain scholarship and other recognition.
The Board would like to state that the likes of Mmesoma are still out there deceiving those who are always in a hurry to bestow honours on candidates without confirming from the Board.
A similar case was that of one Atung Gerald in Kaduna, who claimed to have scored 380. His ethnic group had taken the issue up requesting that he should be given special recognition only for the Board to disappoint them with the incontestable fact that Atung never obtained the 2023 UTME application documents not to talk of sitting the examination.
The Board would, therefore, want to advise the public to always cross check these claims by candidates with the Board before rushing to honour them with undeserving awards as certain software have been created to fake their version of their results and put same out in the public space for fun and this is what the sponsors of these candidates are using to defraud good-spirited Nigerians such as Dr. Innocent, the founder of Innoson Motors, who sincerely desires to celebrate academic excellence by investing in the education of a young Nigerian.
We commended the likes of Dr. Innocent Chukwuma and wish to encourage other Nigerians, who desire to invest in the future of genuine youngsters, never to be discouraged but to always ensure that they get the authentic results from the Board as done by the Anambra State Ministry of Education, otherwise they will be celebrating criminality as this is just another new fraudulent method in town. However, these candidates only succeed in manipulating what they are holding as the authentic results are with the Board and would be transmitted to their schools of choice at the appropriate time.
It is to be noted that Miss Mmesoma had sent a message to the Board’s platform to request her UTME result after which she manually inflated her scores and pasted the same on the 2022 UTME result sheet. Unknown to her, the Board had changed the design of the 2023 UTME result sheet. Her original result remains 249 as nothing can change that. With this her ignoble act, Miss Mmesoma would be prosecuted and her original result withdrawn. This is not all as the Board would, in due course, investigate all candidates laying claims to higher scores than they actually obtained. Once discovered, such candidates’ original results would be withdrawn forthwith and they would be handed over to relevant security agencies for prosecution.”

38-year-old teacher narrowly escapes lynching after being caught raping pupil in maize farm

A junior secondary school teacher narrowly escaped lynching after he was caught raping a grade 7 pupil in a maize plantation in Nandi County, Kenya.

The teacher Eric Rotich, 38, was fished out of the maize farm by irate members of the public who found him defiling the girl at the weekend.

The teacher had parked his motorcycle on a roadside after waylaying the pupil who was heading home with maize flour from a posho mill.

The public was attracted by distressed cries from the girl calling for help from the maize farm.

Tindiret sub-county police commander Mohammed Jireh, confirmed the arrest of the teacher on Sunday, July 2, 2023, saying he would face the law.

"The victim was taken to Meteitei sub-district hospital for treatment and for further investigations because this a serious matter and the suspect will face the law,” Jireh said.

According to the Soba location Chief William Lulei, the suspect together with the defiled child was handed to him by members of the public.

They took them to Songhor police station where the teacher is expected to appear at the Maraba law courts in Tinderet.

The suspect is a JSS teacher at Sigoria Junior Secondary School while her victim is a pupil at the neighbouring junior secondary school.

“The teaching narrowly escaped the public wrath after he was shielded by police officers who arrived at the scene just on time after I summoned them,” Lulei revealed.

Tinderet sub-county has the lowest transitional rate for girls in the Six Nandi sub-counties due to early marriages and dropouts occasioned by early pregnancies.

An NGO operating in the area “Chalan Foundation” which supports young mothers to return back to school, says most school-going girls got impregnated through defilements that were never reported to authorities. Margaret Koskei, the foundation chair lady noted that due to poverty and the harsh environment in Tinderet, families decide to remain silent and marry off their daughters at tender ages.

"We want to return all young mothers to school, many have returned through our efforts and have even completed University education,” Koskei says.

“We will also discuss the future of both navies, especially on how we can benefit from each other. This helps to foster friendship across the horizon.”

The National Youth Service Corps has explained why there is a delay in the payment of June allowance to corps members.

According to NYSC management, it completed all arrangements for the payment since June 27. The service corps said the delay being currently experienced is due to the administration of funds by various banks who are yet to credit Corps Members’ accounts.

Shock as Peter Obi dumps PDP, protests mar gov primaries

Governorship primaries of the opposition Peoples Democratic Party in Enugu, Abia, Borno, Taraba and Ogun states were on Wednesday characterised by violence, protests and withdrawal of aspirants.

Prominent governorship aspirants including a former Deputy President of the Senate, Ike Ekweremadu; former Senator representing Enugu East Senatorial District, Gilbert Nnaji; the Senate Minority Leader, Senator Enyinnaya Abaribe and the Abia State Deputy Governor, Chief Ude Oko-Chukwu, withdrew from the race.

As aspirants stepped down from the race, there was shock on Wednesday when a presidential hopeful, Mr Peter Obi, dumped the party and his presidential ambition.

Wednesday’s PDP governorship primaries were held in 28 states, where next year’s governorship election will take place.

In Niger State, a protest over the authenticity of the delegates’ list forced the PDP to postpone its governorship primary.

The four out of the five aspirants threatened to stage a walk-out if their demand of ensuring proper identification of all the proposed 800 delegates was not met.

One of the the aggrieved aspirants, Isah Jankara, in an interview with The PUNCH, said the exercise could only go ahead if all the delegates properly identified themselves with driving licence, national identity card or passports.

The Chairman of the Election Committee, Mr Ewhrudjakpo, who met the aggrieved aspirants was unable to resolve the problem.

Ewhrudjakpo was left with no option but to direct all delegates to get a means of identifying themselves and shifted the exercise to Thursday.

The four protesting aspirants are Sani Kutigi, Alhaji Sidi Abdul; a former Minister of Sports, Abdulrahman Gimba; and Abubakar Isah.

  Youths stone Ishaku’s convoy

Violence characterised the party’s primary in Taraba State as some angry youths stoned the convoy of Governor Darius Ishaku over alleged imposition of Col. Kefas Agbu (retd.) as the PDP governorship candidate.

The angry youths mostly from Taraba North and Central zones attacked the convoy of the governor and his deputy, Haruna Manu, who were on their way out of the Pastoral Centre, venue of the meeting to broker a consensus arrangement.

The governor was said to have called the meeting of all the aspirants to persuade them to step down for Kefas, but most of the aspirants refused to withdraw.

The youths, who got wind of the plot of the governor to convince the aspirants to step down, barricaded the gate of Pastoral Centre chanting, ‘We no go gree, we no go gree.’

Though some vehicles were smashed in the process, security personnel whisked away the governor, his deputy and fired gunshots in the air to disperse angry youths.

Our correspondent reports that since last week when a retired general directed that Kefas be the party’s candidate, there had been tension as various groups kicked against the decision.

Kefas was on Wednesday evening announced the winne

Gun shots rent as Adebutu, Lawal’s supporters clash, disrupt Ogun PDP primaries

Pandemonium broke out at the governorship primary of the PDP in Ogun State following the sporadic gun shots that rented the air.

Journalists and party delegates who were at the Olusegun Obasanjo Presidential Library, Abeokuta on Wednesday, scampered for safety as loyalists of two governorship aspirants, Oladipupo Adebutu and Jimi Lawal, clashed over the delegates’ list to be adopted for the exercise.

The exercise which started around 5pm was disrupted following a shouting match and clash over the delegates’ list.

Our correspondent gathered that there was tension over the agitation for the use of the delegates’ list from the party headquarters.

Trouble started shortly after the PDP electoral panel, headed by Prof Akase Sorkaa, announced the mode of conduct of the exercise.

Our correspondent who was at the venue observed that some loyalists of Lawal, an ex-banker, raised an objection, rejecting a delegates’ list brought from the national secretariat of the party in Abuja.

This led to a shouting match between supporters of Lawal and Adebutu who also engaged one another in pushing and shoving.

One of the media aides of Lawal, Austin Oniyokor, who brought some documents claiming to have been certified by INEC, insisted that the exercise must not take place unless the document was adopted.

The drama which lasted for over 30 minutes saw security operatives helpless while INEC officials temporarily relocated from the hall. “This exercise cannot be conducted with a fake list.

These are INEC-generated documents. These are your certified documents,” Oniyokor shouted while addressing INEC officials.

While still waiting for the party officials to find solutions to the impasse, sound of gunshots from outside the hall caused journalists and other delegates to scamper for safety.

Meanwhile, a governorship aspirant, Segun Showunmi, has been declared as the party’s governorship candidate by a faction .

The faction which held a primary at the Nigeria Union of Journalists secretariat, Oke-Ilewo, Abeokuta, announced Showunmi as the PDP governorship candidate in the state .

The Chairman of electoral committee, Abayomi Daniel, announced Showunmi as winner after polling 554 votes to defeat his closest rival, Lawal, who scored 30 votes, while Adebutu polled 15 votes.

According to Daniel, a total number of 778 delegates were accredited, 702 votes were cast while three votes were voided. “By the power conferred on me by the national leadership of our great party, as the chairman, electoral committee of the PDP governorship primary election in Ogun State, I hereby declare Hon. Segun Sowunmi as the winner of the election having polled the highest number of votes and he is hereby returned and elected”, Daniel said.   Obi dumps PDP amid coalition talks with Kwankwaso, others

Meanwhile, a former Governor of Anambra State and presidential hopeful, Peter Obi, has dropped out of the presidential race of the PDP amid talks with the Rabiu-Kwankwaso-led New Nigeria Peoples Party, the Labour Party and the Social Democratic Party, The PUNCH has learnt.

It was learnt that Obi’s defection was part of a grand plot to form a coalition that could defeat the All Progressives Congress and the PDP.

In a letter of resignation addressed to the National Chairman of the PDP, Senator Iyorchia Ayu, the former governor said he was happy to have contributed to the growth of the PDP.

He further stated that recent developments within the party had made it impossible for him to continue in the race.

The letter read in part, “I am writing to intimate you of my resignation from the PDP which was conveyed to the Chairman of Agulu Ward 2, Anaocha LGA Anambra, effective Friday, May 20, 2022.

Consequently, I am by this letter informing you of my withdrawal for the PDP Presidential Primary. “It has been a great honour to contribute to nation-building efforts through our party.

Unfortunately, recent developments within our party make it practically impossible to continue participating and making such constructive contributions. “Our national challenges are deep-seated and require that we each make profound sacrifices towards rescuing our country.

My commitment to rescuing Nigeria remains firm, even if the route differs. I wish to thank you personally for your graciousness and leadership. I wish you well and best of luck in the service of country.” Obi, who enjoys massive support from the youths, had purchased the N40m form of the PDP and was screened to participate in the primary against 14 others on Saturday.

However, it had been difficult for him to bring many of the delegates to his side. “We are in talks with Labour Party, SDP and a few others.

We will announce our new party in the next 24 hours. It will be a party that is also youth-friendly since we have discovered that the youths form the bulk of our supporters,” said an associate of the former governor.

Another source, however, told The PUNCH that the plan was to form a coalition that could defeat the two major parties.

“There is a plan for some major parties to form a mega party although this is coming quite late.

Discussions are still ongoing but Obi is expected to be the presidential candidate. Kwankwaso is also part of the discussions.

Everything will be clear by Thursday,” said a chieftain of the PDP. Attempts to get a reaction from the National Publicity Secretary of the PDP, Mr. Debo Ologunagba, proved abortive as he did not respond to repeated calls.

He was buried in Atan cemetery, Yaba, on September 10 as sympathisers decked in black mourned.

Autopsy Report

A senior forensic pathologist at LASUTH told PREMIUM TIMES that the death certificate seen by this newspaper

suggests that the 28-year-old did not die from a gun wound.

According to the pathologist, who preferred not to be named because he was not authorised to speak to the press on the matter, the “massive haemoperitoneum” means massive bleeding into the abdominal cavity and it resulted from a combined sharp and blunt force trauma to the abdomen.

The sharp object could be a broken bottle, knife while the blunt force could be as a result of the deceased being hit by a hammer, he said.

“On face value, this is certain. If it was a gunshot, it would have been reflected in that death certificate.

“On face value, there is nothing to suggest a gunshot. Just looking at this, I can tell you that this person was not
shot.”

The pathologist noted that the death could be intentional or accidental and urged the police to investigate the matter.

Following his death, Mr Alowonle’s elder sister, Ganiyat Bakare, while addressing a press conference at the International Press Centre (IPC) in Lagos, had demanded an autopsy be carried out on his remains to ascertain the cause of his death.

There had been rumours that the deceased was targeted due to his student activism. However, it is unconfirmed as the police are yet to share the outcome of their findings.
